NTC Concludes Negotiations on National Daily Minimum Wage for 2025
The National Tripartite Committee (NTC) has concluded negotiations on the 2025 National Daily Minimum Wage (NDMW), announcing a 10% increase over the 2024 rate. This decision was made following a meeting held on Thursday, February 20, 2025, in Accra.
In line with Section 113 (1) (a) of the Labour Act, 2003 (Act 651), the NTC, which comprises representatives from the government, employers, and organized labour, carefully deliberated on economic conditions before determining the new wage. The committee took into account the prevailing economic challenges, cost of living, business sustainability, and the need to promote higher employment levels across the country.
The new National Daily Minimum Wage has been set at GHS 19.97 and takes effect from March 1, 2025. All establishments, institutions, and organizations whose existing minimum wages fall below the newly approved rate must implement the adjustments accordingly.
The NTC, through a communiqué on the new NDMW, emphasized that any employer, institution, or organization that fails to adhere to the new wage will face sanctions in accordance with the law. Additionally, the NTC has recommended that the 2025 NDMW should be tax-exempt, aligning with efforts to ensure workers retain more of their earnings to cope with the rising cost of living.
The official communiqué was signed by key stakeholders, including Hon. Dr. Abdul-Rashid Hassan Pelpuo (MP), Minister of Labour, Jobs and Employment, representing the government; Nana Dr. Emmanuel Adu-Sarkodee, President of the Ghana Employers’ Association (GEA), representing employers; and Mr. Joshua Ansah, Secretary-General of the Trades Union Congress (TUC) Ghana, representing organized labour.
As Ghana continues to navigate economic challenges, the implementation of the 2025 minimum wage will serve as a crucial benchmark in the country’s broader strategy to protect workers’ welfare while supporting business growth and stability.
